XQuery 3.1 implementation

From 12.3, the math, map, and array prefixes are predeclared in XQuery. This is permitted but not required by the XQuery 3.1 specification; it is likely to be required in XQuery 4.0. Queries that explicitly declare these namespaces do not need to be changed.
