Functions, operators, and data types for XPath 3.1

The parse-json() and json-doc() functions now have improved diagnostics when the JSON input is invalid (most notably, the error message now includes a line number).

The standard library of higher-order functions (fn:filter, fn:fold-left, etc) are now available in Saxon-HE.
