Notes on the Saxon implementation
This function will always return false in the case of an untyped node, which means it
will always return false for external object models that do not support typed
(schema-validated) data, such as the DOM and JDOM models. Essentially the function returns
true if (a) the node is schema-validated, and (b) it has the attribute
xsi:nil="true"
